Default Not reaching full boost

I just went for a drive this morning and I was watching my boost gauge normally the needle is buried at 140kpa and for some reason the most I could get was 130kpa only once other times it was 90kpa. wtf is going on here.
There was also a few drops of oil on the front of my intake plenum.

is there any reason why I shouldnt use jb weld as a temporary fix? I mean will it heat up and some how melt and make its way in to my engine?

JB Weld should do just fine up to 24psi, I cannot say after that. There's plenty of people running it on their stock SS/TC intercoolers after taking off the condenser bar and filling the holes with it.

Well Im tuned to 19.5 psi(130kpa) my boost gauge only goes to 20psi(140kpa) and its burried. so Im not sure whats with that maybe cause its a manual boost controller. So Im really not sure how much boost Im running.
