I'm trying to wire a subwoofer/amp in my 2009 Chevy cobalt LS. I have a stock radio so I need another 12volt source that is off when the car is off. I've done it in a Pontiac Bonneville and a Honda civic but I cant find one. Can anyone help?

Get a test light or meter to test wiring

I've got a 2008. Assuming they are the same, there is a kick panel on the passenger side of the console that you can remove to show the fuse box. You can then either find a diagram online or use a voltmeter to determine which one would work for you.

Is that a hot fuse box though? Will it be off when the car is off?

Some of the terminals turn off, some stay on. You have to test them to find out which does what you need. I forget which one I used (sunroof maybe).
