2008 cobalt wont start

I have a 2008 cobalt it wont start.It will not turn the motor over.I jumped the starter it is good.I relaced the ignition lock cylinder assemble it still wont start.Now the red dash lights wont come on when key is turned.Which fuses go to dash lights and where can I get a wiring diagrahm. Give me some help thanks philrmech

It is not the battery.I have a new on does same thing.It just started doing this I cant figure it out. Give me help philrmech

Check both fuse boxes. Something isn't happy.
