TPMS LIGHT STAYS ON!!!!!!!!!!! FOR A YEAR

Admittedly, my first time asking for some guidance on this car. Got the car two years ago, A 08 Cobalt LS coupe, black with manual windows and door locks. ( May come into play later ) Car bought for oldest daughter from reliable people. Car currently has 112K for mileage. Still runs strong and works good. Daughter bounced a curb early on and blew out the tire. Replaced all four but since then, light and message are always on. The low tire indicator blinks on start up and goes steady eventually. First time we saw problem, three independent shops all confirmed sensors were good. Tried to relearn system but fails to capture data even though horn and blinkers activated as procedure calls out. Now trying to sell car for something a bit larger and had three different stories out of four different shops. First claims back two sensors are bad. Next just states that flashing symbol means bad sensor but too busy to check my car out. Third shop says all sensors good. Fourth and final agrees that all sensors are good but system wont learn the tires. Dash readout for tires when cycled through INFO button shows all dashes on all four tires. Performed re-learn myself in garage twice and all seems to take but lights remain on and dashes still display. Sorry for the long version but easier to avoid repetitive questions. What module controls all of this and where is it located? Is it a chore to replace or can in be done at the home garage? I have read about an RCDLR but cant locate it. Also have read that if a Cobalt battery dies, the codes don't wish to learn tires again. Read this link about a reflash. Any help would be greatly appreciated.
