it's normal to see temps up to 207*F nothing to worry about. I usually run from 185 normal highway to 205 in traffic

sounds like you may need new brakes, take the wheel off and the drum to check and make sure that the components are still working properly and that they aren't seized. If you're braking only with the front and there is life on the shoes, your automatic adjusters may be seized or need replacement.

any top shelf synthetic oil can run safely up to 7k miles and even stretched to 11k miles and contrary to popular belief, you can mix synthetic with conventional oil.
