2006 cobalt loud noise

On the passager side when driving over 20 mph it make a really loud noise. It is not the hub or CV axle but I jacked up the car and but it in neutral then rotated the tire it is making a squealing noise by where the CV axle goes into.

Any chance it could be a dead brake pad? Otherwise I say take things apart until it stops and examine the parts you take off.
