air intakes - which is best?

About a month ago I picked up a '06 cobalt and this upcoming month will be ready to do some engine upgrades. I'm focusing on adding a little more power as the stock setup is sluggish in acceleration while the vehicle is rolling and want to get a little more pickup to avoid dangerous situations (I-95 in Northern Virginia can be ludicrously dangerous).

I just have a couple questions:
1) what would benefit me best here? cold air intake or short ram? I'm trying to either preserve or increase my fuel mileage while at the same time increase power while rolling.
2) Looking for best performance per dollar. Who's making the better equipment?

Most of them are the same for that one, take your pick. I like AEM since they use dry filters. Over oiling the K&N ones can leak onto the MAF making it throw codes.
