Anti theft issue

So this person wants to trade me a 2008 cobalt 2.2 auto for my honda. But the cobalt was stolen and recovered alright..well they had a locksmith put a new ignition in it and i was wondering what id have to do to get it running again. Said it ran great til it got stolen. Do you just have to reprogram the key ?

So its not running now? Is it cranking and just not starting or nothing is happening?
