2007 Cobalt in Canada. The steering won't center when coming out of a turn. Anyone know the problem?

The steering wheel won't return to center after making a corner? That's odd, how long has it been doing this?
Is the wheel stiff?
Had an alignment recently?

Has done it for a while then seem to go away for awhile then returned. Tire pressure and alignment both good.
Could be the ball joints are worn on the lower control arms or there is damage causing the caster angle to be off.
