2008 cobalt wont start

My daughter has 2008 cobalt that wont start.It wont crank with key.You can can jumper starter it will crank my not start.When I turn key on the lights on dash light up but go off in a few seconds.Is this normal? Somebody give me some ideas where to check, It has a new switch thanks philrmech

I think the previous owner of my car had this issue and when I bought it, it looked like this.

They had a jumper from the run/crank relay to ground on the engine. When the jumper was removed the car would not crank. Had to take apart the fuse box to fix it properly. Hope this works for to ya.

Sounds like a bad ground with that fix in there djyeti. Odd.
