AIR check valve?

In the process of looking at a used cobalt engine that I can purchase and rebuild. Almost every engine says with or without AIR check valve. What is this for and how do I know which one I need?

What in the world is air check valve to begin with??? Is that like a secondary air injection pump?

I couldn't figure this out back when I was motor shopping so I called the dealership. They claimed it is an emission part only put on California cars.
