If you feel a pulsing when braking or the steering wheel shakes. Then it's time for new rotors.

Sounds like it might be a issue with the BCM. Not turning them on. Mine i have the fuse pulled also.

It will work. But you will not have any DIC functions. You need one from a 08-10. For example. I have a 08 Cluster in my 2010 with no issues.
