2005 chevy cobalt won't start

I have an 05 Cobalt first off I have no power to my relay or fuse that runs the fuel pump. Also when i open my door the alarm goes off. not sure if the 2 are related or not. But I am new to the Cobalt I bought it as a non running car. Thank you for any advise that you can give me.

The alarm going off means the car was locked with the remote, to fix that just put the key in and turn it to on. That should fix the alarm bit.

I have done that several times and sometimes I even have to crank it over to get the horn shut off. I have not even locked the door since i got it. I have tried to start it many times. So I do not believe that is the issue. I feel like there is something wrong with the anti theft system.

Is the theft light blinking at all?
