Dog chewed wires on 2009 Chevy Cobalt

A week ago the neighbors dog chewed on my daughters car on the drivers front tire area. Her check engine light came on after and her cruise is not working. It was doing fine until it rained last night and all of the sudden it would not shift through the gears and would only get up to 25 miles per hour. I got under today and cut all of the frayed wires that might be shorting against the motor and now the car will not start. Any ideas?

I've tried jumping it off and it won't. All the lights are working and dash lights are on. It will not even try to start.

I know, of course, that the wiring needs replacing. The insurance is taking care of that, I just can't figure out why it ran fine for about a week and then it rained and now it won't start.
