Does anybody know how to remove this not sure what to call it but I wanted to paint it but wasn't sure if i could remove it.

X2, that's a wide picture with no real focal point.

Engine cover: Remove oil cap, pull off cover, replace oil cap.

ECU cover: pull up

Fuse box cover: release tab on left and right sides, pull up. Might have to move coolant return hose a bit.
