HVAC/PK3+ fuse blows when I hit a bump

I have an 06 Cobalt that blows the inside #10 fuse, HVAC/PK3+, when I hit a bump. I replaced the blower motor resistor hoping that was going bad. I drove it with everything turned off and it still blew. I added felt tape to all the metal supports around the fuse block and anywhere the wires may come in contact. Does anyone know where else I should look for this issue.
