I recently took our Cobalt to the garage cuz it was making a whining/siren kind of noise while driving. They said I had a bad right wheel bearing, bad right outer tie rod end and both struts were jus hanging there. Can that be possible with the struts? Information I've looked up about the struts have said nothing about them able to just be hanging there. I also pushed down on each side of my car and it seemed to come back up like normal (when bad they say it will bounce up and down before stopping), when the car came back up to normal it sounded like a quick shot of air got expelled or something. Should i get a second opinion or could this be possible?

The whining is likely your wheel bearing or transmission. The struts you can test by running over a speed bump at 5mph, on the other side they should dip once and settle. If they continue bouncing they're dead.
