How much would getting a programer and a muffler help my mpg on an all stock cobalt lt?

1.) Neither of those would really 'help' your mpg's to a noticeable extent.

2.) There is no 'handheld' programmer available for the 2.2l. You can buy a Jet performance chip or go with a Trifecta tune. But Superchips, Hypertech etc...don't offer anything for the 2.2l.

3.) If you want better mpg's buy a prius lol.

Muffler won't help much of anything since it's not very restrictive, a tune will help you out a lot if you keep your foot out of it.
