Tie Rod and stabilizer end rods

I recently blew the clutch in my cobalt and decided to do the swap myslef. during the process of taking everything apart i had to detatch the tie rod ends and the stabilizer bar ends while doing this i got the nuts most of the way off and then the whole bolt started spinning and i ended up having to cut the bolts off. is there a way to stop these pieces from rotating so that i can get new bolts on or do i have to buy all new parts?

there should be a bolt on both sides of where it bolts. the ball cap may be covering it, but it's a matter of getting a small wrench or needle nosed vice grip on one side to hold it and spin off from the other side

should be a nut on both sides, not a bolt, my bad

well then at that point, what you will need is an impact wrench
