yup...not every car comes with one, if i was regally required to have a third, every car in production would come with one...

It's been law since before you were born (starting in 1986), every car manufactured for sale in the US of A and Canada is required to have a Center High Mounted Stop Light.
Not some, not recommended - every, and required.

Local and state laws may not require you to keep it but it must be equiped with one when sold.
